My best speed on my bike was 58km/h, on 700x28 Kenda Kwest tires, with Giant rims. Bike felt completely stable at that speed, but I only hit it for an instant as I was coming off of a bridge, which didn't have a very long hill down.
Can't get much faster than that in Shanghai, given that the topography here resembles a pancake.
