Last month, I did both. Sanded down a Varsity frame and brush-painted it. Used 320 wet/dry and paint stripper. Applied 7 coats of Rust-oleum, sanding with 600 wet/dry. Came out acceptable for a barhopper/cruiser. Never again. Too much work.

Had a Univega Gran Turismo powder-coated. $114.00 including sand-blasting. Came out beautiful.
