if the pavement is that bad, then the widest tire you can fit on the bike is how I'd go. and a tire with kevlar liner, slime tubes, and a heavy duty wheel. I run 47s on my Trek hybrid, which is as wide as I can fit. My road bike I have 28s on but could get 32s, and would if the pavement was horrid.
