NCNCA (norcal/nevada) usually posts results on their web site. Sometimes it's just a link to usacycling, sometimes it's a link to the promoter web site. This year it's usually been within a day or less. But sometimes in the past its taken a month or more for smaller races.
Pretty much all races place all finishers.
