The bike has Shimano Altus derailleurs, which is consistent with the 1982 assembly date on the head badge. The Wikipedia article on Schwinn states there was a 13 week strike at the Chicago factory starting in September 1980, so maybe this contributed to the frame sitting around for an extended period of time until final assembly.
