Crimped Tubing Track Frame (Denti?) painting question

I'm not entirely sure the maker of my track frame... It has crimped top/down/seat tubes.. meaning the tubing isn't round but has 4 rolls and 4 indentations... pretty funny looking. Someone told me it was a Denti, and someone told me it had to be from the 70's as it is kinda heavy. Denti opened their doors in 1979 according to their website, so maybe.? I emailed them regarding this but they haven't responded...

But anyways, the frame was repainted before I got it, and it looks horrid... Was just curious if anyone had advice for redoing the paint at home? Do they make high quality paint that works for bicycles that will look good or maybe even close to one of those nice bike paint jobs? the lugs are rounded, seems hard to mask with tape, anything better to use? clay?

any advice on either subjects would be greatly appreciated thank you!!
