Questions on building a Pursuit Track frame

i've never built a bike frame. But, My brothers close friend builds motor cycle frames, and i was wondering if i could purchase some steel maybe something that is a little on the cheaper end, but nice. maybe like tange 520 cro moly, He could help me weld and build a smaller sized pursuit track frame,

I currently ride a 52cm track bike, I want to build a 52cm pursuit track bike, Is there any ways to achieve this easier?

Are there things i must understand before i can set forward on this project?

Is it easier if i find a small company in china that can build me a cheap frame that i can beat?
