The "junior" sizes came with 24" wheels: http://www.trfindley.com/flschwinn_1...0/1967_27.html but judging from the clearance (Clarance) I'd say it's a mongrel.

Restoring it may be a chore, particularly since finding 26 x 1 3/8 S-6 rims will be tough. It's missing the Schwinn fenders, wheels, seat, handlebars... you'll need a good parts bike to make it whole.

I think it'd be a nice "town" bike with some aluminum rims and a coaster brake. Sun makes a basic aluminum rim in close to the correct size: http://sheldonbrown.com/harris/rims/590.html .
