It is common practice to use a 700x32 size tire on a Mavic Open Pro. Using a 700x35 is too wide for the rim, IMO.
Mavic’s website states that 28mm is the widest tire recommended on an Open Pro rim.
If a 700x35 is the right size for your needs, find a wider rim:
