What to do with a cracked rear dropout?

Tried to have this rear right dropout squeezed back after it was spread by the derailleur catching in the spokes. Needless to say, the shop tried and the dropout cracked as you can see near the adjusters.

I had a local framebuilder quote me on these options:

1. Have him tig-weld the dropout after finishing squeezing it together. $40
2. Have him tig-weld the dropout and then retap the dropout so the adjuster can function again: $80
3. If I provide the dropout, replaced the rear dropout with a new one: $150

does this seem reasonable? I'm inclined towards option 1 or 2. It's a nice frame, a 1975 Bob Jackson, but I don't have the time or money right now to do a full replacement.
