Understood, I will be more specific.

Rim brakes, able to handle 250# person plus 20-30# of stuff, sealed bearing hubs, rear spacing of 130mm, preferred tire size 28-32, desired cost around $200-250 (including skewers & rim tape if possible), 36H max (32 front ok)...I think that's it
