Even with a 250 pound rider and 30 pounds of stuff (OP's stats) a well built 32h 3-cross will hold up just fine.

I'm a fan of DT Champion 2.0 spokes, but that's just me. They're cheap and strong.
Is there a reason I'm supposed to care what you think? For commuting 36/32h w 4x on the rear would be plenty.

At 280+ lbs OP is pushing the limits of 32h 3x rear wheel over a period of time. The cumlative stress could cause a problem. Eliminatiing those potentials is at the heart of my recommendations.
