Doesn't necessarily mean the pads are contaminated...brakes are pretty much gonna squeal in the rain, and it also depends on the brake pad material. If you are running them in dry weather with no mud, and they still squeal like crazy then there is probably something wrong.
this is disk brakes. if yours are loud in the rain, something's wrong. seriously, cleaning solved most of the problems. pads should be burned from time to time anyways as routine maintenance.
