I've got a couple of pairs of Performance radiator tights. They are available with and without padding and I have one of each. I think I prefer the ones without, so I can just wear my usual riding shorts under them for an additional layer. I've been out with them into the low 40's and my legs are perfect after I've warmed up. I'm currently about a 44 waist and the XXL fits me nicely. Legs are too long and need to be rolled down, but I have short legs. You can find them on sale for about $40 now and then, sometimes less.
