Here are some old Fuji Design Series catalog specs, including separate weights for the frame and fork. For my size, 58cm, that comes up to 6 pounds for the pair. I'm not sure if that is very accurate, since I've never weighed mine, but it is certainly light and I like it.

21-22 pounds for a fully built up bike sounds about right, if it is high end. A hi-ten framed bike would be a bit under 30, I believe.
