I wouldnt think it would affect the value too much, the person that owns the bike notices the touch ups the most, to everyone else it looks like nothing.

Since its not that old i would only knock like $20 most, off the price. Bikes are meant to be ridden and this is mint in my eyes. Every nik adds character.
