What type of bar you use is one of the "holy war" topics around here, but it is largely rider preference, so you should try both set ups and go with what feels the best to you.
Other than that, budget aside, what are you wanting to do? Ride a bike to work, yeah, but is that all? What about in the rain? Distance? Hills? Where are you going to lock up at- on the street or inside your office or anywhere in between? Will you be taking your bike on a bus or train? Are you wanting to use a rack with some kind of bag (pannier, trunk) or happy with a backpack or mess bag? Planning on riding in your work clothes or change when you get there?
