File a small claims court suit against the guy. IF you can prove the bike is yours (not gonna be easy unless you recorded/registered the SN or have identifying marks and proof), you should win the purchase price of the bike. The cops SHOULD have gone and investigated/arrested the guy but if they won't do their job you can always go the civil route.
