yes, ITM and some other Italian stem/bar makers went with the "Cinelli standard" of 26.4 until they decided to create the "Italian,
not Cinelli standard" of 26.0, which then Cinelli finally accepted, later. Those old-logo bars are certainly 26.4
Since it's a 27.2 Columbus seat tube we're talking non-metric Columbus tubing, so even though it's "from France" it's really Italian...is the BB Ital threaded (36 x 24)?
