Get a light from PDW and then you could mount the light on a seat stay.
Idea for your paceline, but don't know how feasible it will be in practice: Designate a rider or two to stay at the back of the pack. These will run those lights that seem to annoy you. Everyone else can rely on the reflective bits that the headlights that are surely in use light up.
