Try it yourself and make up your own mind. If it is really as clean as the seller says, $400 isn't bad. A brand new one would be over $800. On the other hand, if the bike isn't as clean as the seller says, adjust your offer accordingly.

As for fit, don't just assume that it will fit you if you are the same size as the original owner. I recently bought a used Bianchi Milano from a 5'4" tall woman. I am a 5'9" man and the bike fit me fine. The seller basically admitted the bike was too big for her, and that is why she didn't ride it much.
