Yes. It depends on the tire though. A lot of tires run small.
I have both A23s and H+Son TB14s. When using a proper 23c tire, I can definitely notice a difference in how my bike rides and handles, especially when cornering.
I have a 28c tire in the rear right now. I suppose I would need to check for fit on my frame since it'd be wider, but in general wouldn't wide rims still improve the ride on a wide tire since there'd be less light bulb effect? The front has a 23c tire, but the rear one is basically new still and I'd hate to lose money selling it
