My suggestion is to take the front end apart and face the head tube and fork. Now carefully put it all back together taking care to grease the interface where the parts come together (of course keep grease away from the steerer where the stem clamps). Another thing to check is how the handlebars fit into the stem; if the fit is sloppy you can get noise.
