Holding the new chain up against the old one it was obvious the chain had stretched a lot. I had to keep shifting the chain up as I was measuring it against the new one. I got an SRAM chain with powerlink to make future cleaning easier. The chain whip kept sliding off the old cassette as I was trying to remove the lock ring.

The gears actually shift properly now in both directions.
