I don't pay much attention to this rotting and beaten dead horse of an issue, but am checking in here for my roughly bi-annual catch-up. Am I correct that it all basically comes down to the alleged 2001 (?) Tour de Suisse positive and alleged UCI-complicit cover-up?

If he passed the tests, he's fine, no matter what people say about him. If he failed that Tour de Suisse test, and it becomes known, he'll lose two of his seven titles. I can't imagine a scenario in which he loses more than that, not counting all integrity, credibility, endorsements, etc, but maybe I'm wrong. Can USADA strip him of something based on a standard of evidence lesser than that of a positive test, such as sworn testimony, circumferential evidence, etc?

An educated, unbiased, citable response would be appreciated.
