1. Any brand in the right size would work. My local bike shop stocks both Scwalbe and cheap Chinese innertubes - I've used both and can't say I've noticed a difference in performance/flat resistance.
2. Any pannier using the Klickfix system should also fit the Expedition rack - and they have the benefit that no adapter is needed. Here's the type of adapter to look for:
