any one familiar with youngs bicycle frames of england

i picked this up a while ago and have been really just admiring it more than anything in its current state it is unridable but just today i got around to taking off the very nice TDC italia headset to reveal an acient piece of masking tape on the steer tube that said "youngs pale green" and some illegible numbers im guessing the frame is some where in the 60s going on the rear der hanger curved brake bridge and minimal braze ones as well as the way the cables are routed it also has some nice features like the ZEUS drop outs and fork ends (never seen that zeus logo could it be a different zeus than the spanish campy copies?) and extremely thin chain stays and seat stays which i dont assume are 531? also the bottom bracket shell is stamped RGF on top and on the bottom it has 2 serial numbers on that im guessing is original and the other when it was imported to the us through NY going by what the serial number says it is a very handsome frame and is currently fulfilling my lust for very nice british steel even if it is more than a tad small like i mentioned earlier it is unridable at the moment due to a rather serious crack in the down tube and probably a pretty serious misalignment which hopefully ill be getting repaired soon if any one can recommend a qualified person or shop in the new england region itd be great! i was considering circle A in rhode island

also seat post is 27 even
