I guess I qualify for northern climes.

+1 for petroleum jelly. It's cheap and it works. I use it in place of lotion. Have suffered from winter dry skin for years until I stumbled on this solution. Add a couple drops of baby oil if you are spreading it over large area. I use a hand sanitizer to "remove" the grease from hands after application.
