Probably not the leg braces would get in the way. I use the middle sized Wald basket on my beer bike and the supports run pretty close to the fork blades. You might be able to get the low rider racks on, but you wouldn't be able to use the panniers. Wald baskets are great, utlitarian and inexpensive compared to the VO rack. FWIW my beer bike with baskets, lights and new tires still comes in under the cost of the VO Porteur rack. But that is a nice looking rack!
