Yes it fits me, it's 56 or 57 cm, my current bike is 53 and a tad small, I'm in Oregon, I'm thinking it is an european model because I have found a reference to a "bianchi racing comp" in a London SS/FG forum, and I found the eBay ad linked to at the bottom of this post.
As for the tubing, i don't remember the name, it wasn't Reynolds or Columbus but it was custom made for bianchi, according to the sticker which also had what looked like Italian writing.
