The thing that makes cell phone use dangerous, however, is probably not the manual use of the phone. It's the fact that the mind, which should be concentrating on driving a vehicle, is otherwise occupied. Unfortunately, I regularly see bicyclists doing unwise things. Using a cell phone is just one of them.
