This goes a little beyond "phonetic spelling", (of which I'm occasionally guilty). It's just plain laziness that's becoming more acceptable in our society every day. It has no value except to the author for the speed of completing their communication. And yes, schools are partly to blame, but it's a huge task these days.
The saddest part of this is that this lazy speech comes from low class white people in England. It's not reflective of the rich heritage of Africa, it's reflective of the lowest class of white people who colonized the US.
