Kid in trailer with no helmet is OK, IMHO. They are strapped into a 'roll cage'. The kid doesn't bobble-head as much without a helmet as well. ...but when they are on the seat, a helmet is a MUST.
OP: make sure the GF is super confident/stable before letting her carry a kid in a seat! I don't let anyone other than me carry my kids on a bike seat.
