I have one that attaches to the stem. There was a company selling them at the Great Western Bike Rally a few years back. It doesn't have a name on it so all I can tell you is it's blue.
It may be Kucharak or something like that. I know that's not much help other than they do exist.
This one is kind of like it but it's black, not blue.
