This is a hard one to determine because there are very few times in which a person in a wheel chair boards a bus. In that situation it's a no brainer and you have to pass the bus.

My opinion is that if there are 3 people getting ready to board the bus and none have yet stepped inside, I will make a pass regardless since the bus is not going to move in the next 10 seconds. However, If I see the last person stepping inside the bus then it may very well start moving as some drivers pull out right after the last person boards even though the money hasn't entered the fair box yet.

Should this happen, I would probably wait behind the bus. YUK!
