It's not 150 lbs rider weight, it is 150 lbs wheel load. Unlesss you are riding a unicycle (and, hey, that's cool, I don't judge) then wheel load and rider weight are !=.
From the paragraph before the graph in the article: "Note that the loads are given per wheel, not for the entire bike. For most bikes, you can assume between 40% and 45% on the front wheel, and 55% to 60% on the rear."
