Sort of. They blink red,but are really dim(the white fronts are much better). If you're going to ride one of these at night,bring your own blinky.
I saw a guy riding citi bike on upper east side (86th street) this evening. There seemed to be two rear lights positioned at different parts, and the two alternated blinking, indeed very weak, though have good side visibility.
