I was thinking about it again, and there might be some merit to the idea after all. If we used the system I described and everybody paid using the normal paypal method (instead of gift), then the person who sent the money could file a report with paypal and get their money back if they never got the BOC. The person with the BOC would lose the money they spent to pay for shipping.
The main draw backs I see are increased cost and increased complexity. But it does mean nobody gets a free box of crap, and adding paypal to the mix means that there may be little more pressure than just some folks complaining in a forum.
I'm not advocating we switch to this system, just kinda thinking out loud.
