Where I live the highway contractors lay down a huge amount of sand and gravel every winter. You are lucky to get two years out of a windshield in a vehicle (not to mention nicks and dings in the paint). That's why you buy 'comprehensive' insurance (including glass). Things shooting up from the road are just one of the hazards of driving.

Maybe I'm too trusting, coming from a rural area, but I see nothing wrong with giving him you name and number (presuming you get his too). It would allow you to discuss things with him once he's calmed down and if he feels the need to go further with the claim you can deal with that. My guess is that he was understandably a bit p/o'ed since his car was dinged but has now reconsidered and realized it wasn't your fault.
