Your link you posted doesn't work. I have a fixed gear freestyle bike with 700x54c tires. 28c isn't that thick. I would recommend just getting a new fgfs specific frame and fork. 28c should fit in the back maybe the front, if it rubs in the front you could try sanding down the paint a little bit where it rubs or just go with a 25c. Popping tires isn't prob from them being skinny your prob running the pressure to low. You should always make sure your tires are high in air pressure so you don't get pressure flats.
