basically it is possible that the bike was crashed or the frame damaged and you really can;t tell if there is a structural issue. If the frame is fine, you get a great deal, if the bike has been crashed or frame damaged, you may need to replace it. All you can do is carefully examine the bike/frame, or have a professional check it out and try to decide based on what you see
