I live near the accident. It was dark at that time and that stretch is not well lit. Speed limit is 35 and the usual speed is 40 to 45. Traffic is usually moderate and a lot of people drive in the right lane. There is not much place for a cyclist except in the right lane. Only the investigation will determine fault but it makes a great case for being well lit on the street.
