The clear jacket is PVC, so it doesn't breathe except through the fabric venting. Should be a decent cheapo for someone who has to show their sponsor's colors. Or like it says, for a commuter who goes fairly easy and doesn't want to get their clothes wet or spend much money on it, like a McD or Walmart worker.
