Sugino Post is scratched up quite badly, I'm not sure if some of them are too deep to get out fully:

frame is about 2CM too short, but the top tube is just right so I think this will make a good home for the Ultegra/Dura Ace 9 speed stuff I have along with some neuvation m28 wheels

Nice bike, the handlebars have got to go but you can find nice bars from Nitto that would look original, as well as a seatpost from Nitto to get rid of that scratched up one.
