I've seen a mtb with a small golf bag mounted to the fork and, yes, he has problems from the course management to let him use it sometimes. I don't know if it's because of the lost revenue (he could just walk) or they're afraid he's going to tear up the greens or something.
A lot of courses, particualrly in AZ anyway, require carts to keep the pace of the game up. In thse cases it might indeed be a revenue hit for the establishment.
