The sign is at the east end of Honey Springs Road, at the intersection with Lyons Valley Road east of Jamul. I looked at the road in Street View and I think I can understand where the sentiment is coming from. It's a twisty 2-lane with little to no shoulder most of the way, very limited visibility and a double yellow line in the middle. Lack of the shoulder probably encourages cyclists to take the lane and that can be really annoying for drivers.
It's basically just a bike-unfriendly road, like 76 or 78 here in North County.
I have ridden through that intersection a few times, both from Campo Rd. and Japatul Rd. I probably have more thumbs than the number of other cyclists I encountered through that stretch. I know I have more thumbs than the number of cars I encountered. I have never had a problem with a car, but I tend to keep right.
