cogs are not relevant, use something like gear inches or gain ratio to compare between different bikes.

If you're running 80" on your 700c bike, you have to have 52x12 on your 406 (20") bike.
Regarding the BB i just put in a standard shimano square tapered bottom bracket. 1.370" X 24 English threading.
