It is if I recall correctly the first production short-wheelbase under-seat steering recumbent. The seat is a cut-up plastic bucket chair. It's in the back of the garage so I can't get any pics right now.

Without pics it'll be almost impossible. But what you're describing might be an old Hypercycle. Thirty-six inch wheelbase, USS.
