OTOH, the 19-year old driver in the New Hampshire deaths case would have had her car confiscated by the police the first time they stopped her and found that she had no driver's licence, since driving without one is a crime and not a misdemeanour.

My own experience of 25 years as a cycle commuter was that the vast majority of drivers were ok and standards reasonably good. It may be, of course, that my assertive (not aggressive) style of riding helped them to be so. But I didn't ride in London where traffic pressures are greater.
