Where do you ride it? You can't take it on the MUP, since it's a powered vehicle, and it lacks the oomph needed to compete with other powered vehicles on most streets. This is the same problem faced by all electric bikes, Segways, etc.
In the US it would most likely fall into the electric assisted bicycle category like e-bikes not moped nor motorcycle nor medium-speed electric vehicle nor motor assisted scooter nor motor vehicle
